Just tested it and AllowOSFunctions = true is not needed.

Is the
AllowOSFunctions = true
really neccessary or should allowing a function for an agent explicitly
Allow_osNpcCreate = UUID (your uuid)
have more 'weight' and keep the overall AllowOSFunctions = false?
