Great explanation - thanks Teravus.
I notice this doesn’t happen on OSGrid. Blank regions on the map there are just the blue map background instead of individually loaded purple tiles, unless I specifically click on a vacant region on the map - then the purple (offline region) tile will load.

Is there a setting that changes this behaviour?

That is normal when you're on a grid where there are region registrations with the grid and the regions are not available.

If you see that message, it means that your region will not try to ask the mentioned region for map-items again until your simulator is shutdown and started.   It doesn't mean that the blacklisted region did anything bad.   It does mean that your simulator has tried to contact the blacklisted region several times and failed.   

For mapitems, your region will make a direct contact to other regions visible on the map when the user opens the map.   As you can imagine, this takes several minutes to poll them all.     Because the region must wait for the connection to timeout when the foreign region isn't available, It takes even longer when there are regions that are not available.   So, to make it usable, your region will only try to contact the foreign regions a few times.  Your region counts the number of times that a connection fails and after a certain amount of failures it skips the unavailable region until the simulator is shut down and restarted.

  Not sure if this is normal behaviour or I’ve configured something incorrectly. I couldn’t find reference to in in documentation or in Mantis.

  My map related config variables from opensim.ini are
  WorldMapModule = "WorldMap"
  MapImageModule = "MapImageModule"
  DrawPrimOnMapTile = false
  TextureOnMapTile = true

  I am running 0.7.0.2 HG Grid mode on Win2008 Server 64-bit. (Twisted Sky grid – http://twistedsky.net)
