Yes, create a new Regions folder (I noticed it was missing too) and use
your old region.ini files in there. I noticed that 0.7 doesn't seem to
have/need the entrys for the region estate manager anymore so you might
have to enter them manually in the console the first time you restart
the sims. I've always put all my regions in a single ini file for what
its worth.
