[Opensim-users] OpenSimulator and regional settings

I see this requirement for an English locale in both 0.6.9-post-fixes and the current 0.7 development code. This requirement is apparently not considered a bug, as implicated by the resolution of Mantis issue #4877 (http://opensimulator.org/mantis/view.php?id=4877).
