Yes, that was my experience as well.  Starting up my own Apache server
and service a static page from that was the only way I could get it to
work.

It was never clear to me that the OpenSim software would do anything
other than report the URL in the ini file to the viewer, and evidently
only some of the viewers (Hippo or Meerkat) will even notice. Using the
SL viewer it seems best to use the command line switch on the viewer
side to point to a URL that is served up by some other web server to get
the splash page.
