Your HTML welcome page goes on any web server.  The only thing the "welcome" 
setting in OpenSim.ini does is, when your user server gets a GridInfo request 
("hey, where do I find this grid's welcome page?") it replies with that URL 
("you can find it here at http://foo.bar.com/welcome").
