Sorry, too early in the morning -- you're not making them neighbors, good.
It should work. There are some issues with the map images of hyperlinked
regions, they stopped working some time ago, but you should see a white
tile.
Another way of linking regions on-the-fly is to pull up the map and
search for sims in the search box there, for example mydomain.com:9020
