Heho,
the master avatar ist he owner of the region (what means estate at the
moment, I guess - didnĀ“t try to get a multi-region estate running).
Therefor, he can add estate manager via the viewer.
Estate manager are for now the only way for cooperation (edit other peoples
objects).
Personaly I did never try to change it via the xaml, but use a special
"Governor" vatar to won all stuff. So in gridmode I put his UUID and name
in, now password.
If I needed to change it, I did that directly in the database table.

This isn't my experience. I've successfully changed region owner by
modifying the master avatar name and password; in fact, I don't know
of any other way to do it. Likewise I don't know what master avatar
UUID is for - it always seems to be zeroes.
