Yes. Except that I thought it would be nice to let people bring 
interesting objects to those regions; and some did. Let's see if we can 
find a balance in some other way without disabling Build completely.

FYI, from what I can see, unchecking "Allow all residents to edit 
terrain" in the parcel's properties is not enough for preventing terrain 
editing; the region's administrator needs to check "prevent 
terraforming" in the region's properties. Not sure if this is a bug in 
opensim.

(Again, the ACL behavior is exactly the same for local and foreign HG users)
