Just a note to say that I have been having the same issue as Rhianne, and
there have been a number of posts to various locations documenting the same
issue...
A simple google search irevelas discussion about this issue on OSGRID forums
since early JULY

I am having problems getting 9964 to come up. Had the same problem when
using SQLlite and MySQL databases.
Opensim.exe comes up fine.
When I try to login I get a message
"Login failed,
The avatar inventory service is not responding. Please notify your login
region operator"
Yes, there is a workaround, (creating and using a newly created avatar) but
NO the mantis classification of this as MINOR is NOT correct. There are a
number of us who were at a dead stop on upgrades and testing because there
was no answer to these queries. Please FIX the standalone config to WORK
using the master avatar definition form the region..
