Warning - Super non-technical person  replying...
My shortcut target is exactly like yours and works. 

This might be a stupid question but did you start up your Open Sim first so
the client has somewhere to log into? (That was a mistake I made the first
time. The client had no open sim to find cause it wasn't running.)

Also when it then ran, the physics engine was not turned on so I had to
change a setting so that I could walk onto things like bridges not fall
through the prims. (Can't locate that command just atm but if you need it, I
may have it filed at work.)

Only thing I can suggest is trying to get rid of the -loginpage part, it's
not necessary unless you want a customized login page.  Try just

secondlife.exe -loginuri http://192.168.1.7:9000
