The latest build seems to be fine for me, and I'm fairly sure there 
haven't been any changes recently that could have affected region 
loading.  Perhaps you could attach the startup section of your 
OpenSim.log for us to look at?

I vaguely remember running into something similar before and finally 
realizing it was something head-slappingly obvious.  But of course, the 
cause here could be completely different.
