[Opensim-dev] change of IRC network

We moved our IRC support channels from freenode to Libera.Chat network.

You can connect to irc.libera.chat port 6697 for a secure connection or 
port 6667 for normal connection.

see https://libera.chat/guides  for that IRC network details, including 
nickname registration etc.

you can find us at #opensim and #opensim-dev as usual.


Many of you know the problems on freenode and how many porjects had done 
this same move to Libera.

Freenode decision to clean all databases, making us lose our nicks and 
our channels was just unacceptable.
