[Opensim-dev] Still on Sim and Phys Frames per Second (FPS)

Hi,
	I Agree with Dan, Seth and others.
	StatisticsFPSfactor  was a increase in configuration complexity.
	Its now replaced by Normalized55FPS than can be set true or false.
	If true a full normalization to nominal 55FPS is done.
	If false the scaling part of the normalization is not done, (i.e.
reported values are normalized to nominal 1/FrameTime rate).
	With current code the scale factor is 55 * FrameTime (5 with
defaults).

	Normalized55FPS now ON by default.

	(This changes are still only available on avinationmerge branch)
