[Opensim-dev] Agent Limit in Configuration File

Yes, MaxAgents is the maximum agent limit that can be set in the inworld 
region/estate settings. The only option I know of for what your looking 
for would be to directly change the agent limit in the regions database 
prior to starting the region. Otherwise I also don't know of any other 
option for your purpose.
