The ModRex code had long since been removed from forge. The only
thing left was a link to Github in the description. In order to not
confuse issues and not have "dead" projects, It is not allowed to
create a "project" on the forge just to refer to one on Github.
I will create an editable index page which will allow to direct
people to projects hosted elsewhere, but it would be wasteful to
create empty projects and repos just for this task where a simple
link is sufficient.
Therefore, empty projects were not migrated.
