[Opensim-dev] Folder numbers

This issue ate my lunch for several months last year and into this year.
There is no consistency across grids. OSGrid, 3rd Rock, Great Candian grid
and JOpensimulatorWorld appear to follow the SL naming conventions. Diva's
dd and others including git/master standalone do not.
