[Opensim-dev] Proposal: Enable ossl functions by default

I support OSSL enable functions by default.
I also see a need to promote simulator operators awareness that OSSL status
has changed. To address this issue I suggest extending console message
'INITIALIZATION COMPLETE FOR [name] .. to include SCRIPT EXTENSIONS (OSSL)
ENABLED. or some such...
