[Opensim-dev] HyperGrid Export Permissions

I'm trying to get the HyperGrid Export permissions working.
Specifically, I would like an item to be able to be "Marked" as exportable.

I'm using Firestorm which, after logging in and choosing build mode, I 
can see the export box showing, but greyed out, but as soon as I click 
to build a box, the export box goes away.

Where are the settings In opensim located to enable this feature?
