[Opensim-dev] What does SizeZ = 256 mean in a Region.ini file?

When I added varregions, I added SizeZ everywhere to accompany the SizeX
and SizeY. The existing OpenSim implementation does not use the SizeZ
anywhere but there have been past discussions about regions on top of
regions or similar vertical organizations. I figured if it was added now,
future extensions like these would be easier.
