So I tested this both locally and on the conference keynote regions and I can cross regions as long as [EntityTransfer] 
AllowAvatarCrossing = false isn't set (defaults to true).

So I don't know why this would be happening for you.  Perhaps you could describe your region setup in more detail and 
the post the results of the console command "config show EntityTransfer"?
