[Opensim-dev] Changes to OpenSim.log, etc, log config

Shame, its something that i mentoinded years ago. and still missing.
The logs are getting to big and not workable.
Make the log rolling optional a config parameter in the opensim.ini
Also before mentoined. but it then in seperate directory.
