To add to Diva's excellent explanation, region owners in OSG are (or should
be) encouraged to update their sims to the most recent OSG (DEV) release as
soon as possible after each update rather than sticking with the official
OpenSim (RELEASE) version. The more regions that are running with the latest
release, the more likely it is for bugs to be detected, reported and
squished. When people in OSG are running far behind the current build it
become very hard to know whether it's a new compatibility issue, an old (and
quite possibly fixed) bug, or something else entirely. Obviously this makes
those regions a little more prone to new issues, but also means they're
ahead of the curve on other now-resolved issues to it ends up being a bit of
a wash in terms of problems you're likely to encounter.

There are a handful of people in OSG (and elsewhere too) who build their own
daily from the latest git and try to act as a bit of a buffer to catch any
egregious bugs in the latest commits before they hit the OSG release.
