[Opensim-dev] varregion and map teleporting improvements

It would be nice to have a “new” and improved configuration design. It could be done with a flag indicating to use legacy or new and improved.

The issue has always been - ever time it comes up in the past - that no one can agree on what “improved” or “better” means. The design of OS being such that there are a vast number of different configurations running out there - and I guess that is a good thing.

The current default set for TerrainImplementation is 1 and its only set in OpenSimDefaults.ini - entries ought to be made in OpenSim.ini.example and the right default enabled there if necessary?
