[Opensim-dev] varregion and map teleporting improvements

Thanks to your fix for varregion. It has been checked into the varregion
branch.

There is, as yet, no Mantis category for varregion. Add problem reports to
"[REGION] OpenSim Core" as varregion will soon be merged into master. If
you'll put that map thing into Mantis, that will help me track it.
