[Opensim-dev] Latest varregion checkin

Just a note to say to not get excited about the latest checkins to the
varregion source branch. Don't waste any time testing yet.

I have merged Melanie's changes so, as of now, 'varregion' is in sync with
'master'. I will be testing over the next week to get it all running again.

I will email again sometime in the next few days when varregion is ready to
come out and play.
