[Opensim-dev] Implementation of llSetRegionPos()

I've submitted a few patches in an attempt to implement llSetRegionPos() 
that could do with some feedback and eyes on fixing bugs if possible :D

Respecting parcel prim limits seems to be a sticking point :(

Michelle Argus already mentioned that the sim-crossing aspects of 
llSetRegionPos() will be problematic (i.e. due to the spec allowing 10m 
outside region bounds).
