I can't name an EXISTING case in SL, but there is a use for it in
other grids. The mainland owner is, by necessity, a "role account"
that is used by multiple staff persons. Since the "governor linden"
UUID is hardcoded in the viewer, there is no choice but to have such
a role account.
You do not necessarily want that role account, which may be open for
use by staff who can't be trusted with advanced scripting, to be
able to execute all and sundry functions.
Please step back from the "privately owned simulator" concept for a
moment and also consider the requirements of security and
compartmentalization in a company running a grid. OpenSim attempts
to cater to both these groups and therefore completely removing
options companies can use in order to make things a little simpler
for hobbyists is not what OpenSim is about. We have thousands of
options just because we try to allow any possible use case.
