[Opensim-dev] Changing HUD for all accounts

Hi Marcus,

I actually started on a region module a few days ago to do just this! It
wasn't really working out too well though, and I was thinking about dropping
it and working on other stuff for a while... Let me know if it would still
be of use to you and I will pick it up again.
