[Opensim-dev] Proposal to branch for the first 0.7.1 releasecandidate soon

It's good to finally see some 0.7.1 rc out soon, as I have been seeing 
nothing but 0.7.1 dev releases for OSGrid for the last six months, and I 
always use those updates since I have OpenSims on OSGrid.
