This is a bit like the old question, if a tree falls in the woods and no one heard it...

There are scripts running that represent the state of the region so even though there may be no agents present it's not clear you could/should just shut it down.

Interactive Region Creation sounds like a great concept.  Is there any possibility of allowing "inactive" (or idle) regions to shut down and not consume any resources as well?

  First stage of the new interactive region creation. This will allow creation
  of a region and joining it to an existing estate or creating a new estate,
  as well as creating an estate owner if in standalone, and assigning estate
  owners. In Grid mode, existing users must be used. MySQL ONLY!!!! so far, as
  I can't develop or test for either SQLite or MSSQL.
