[Opensim-dev] Opensim 0.7 tidying up the MySQL DB connection string

For the 0.7 RC1 I tried adding the Default Command Timeout=20000; 
parameter to my data base connection strings (MySQL community edition 
server 5.1.30) in Opensim.ini and Robust.HG.ini and they seem to have 
no effect.  I still get the Cmd time out after 30 seconds.
