[Opensim-dev] New Region Console Creation Issue

Yeah, I'll keep watch and see.  It's not a huge issue since a simple server
reboot corrects the matter, but I can see where it will be a major headache
in a more production-centric environment where new regions need to be
created on the fly in standalone mode.
