It's like this.
The rest of OpenSim 'sees' the physics engine through an abstract API 
that is exactly the same for all physics engines. To plugin a new 
physics engine (say, Havok) you need to write a piece of C# code that 
maps that abstract API to the concrete capabilitites of that physics 
engine. So it's not a 100% plug-and-play situation, but it's not that 
hard either, at least for ppl who understand the ontology of physics 
engines. Once that C# layer is in place, using the new engine in 
simulators is as trivial as specifying

[Startup]
   physics = HavokEngine

[HavokPhysics]
   ...
