Sometimes the environment in which we operate changes and the dividing line between addons and core is not always clear 
cut.  If we are to progress as a project then occasionally we need to re-examine our base assumptions.  The status quo 
can only be defended by reasoned arguments, not just by flat statements of existing policy.

Having thought about it a bit more, I am less keen on the idea of bundling a web interface now - as well as being a 
support issue it is an extra piece of stuff that people using another web interface would need to remove or ignore.
