[Opensim-dev] Login tests failing in r9642+

Known issue - looks like something is at fault with the test construction, but I can't seem to work out exactly what. Tests run OK on my local system, but not opensim.org.

Please do not revert the r9641-r9649 revisions as they contain important infrastructure work relating to our network assignment code.
