You should be able to do an anonymous checkout from that location, w/o 
specifying a username or password.  You will not be able to commit back 
to it.  You'll have to generate patches and submit them to mantis, where 
they will be reviewed and committed to SVN by a core developer.

Alternatively, external documentation (such as on the wiki) can be done 
directly w/o needing the assistance of a core developer.
