Well, it seems to me that we are "OpenSim" and not "SecondLife" and that it is entirely appropriate for our osFunctions() to be enabled by default in  our OpenSim.ini file. So, I am "pro" this idea.

I'm very strongly -1 on watering down AllowOSFunctions. If that is 
false, it should do what it says on the can, namely make _all_ 
osFunctions fail.
I outlined a possible solution on Mantis.
