Not really. The region server is significantly different from the
other servers.
Also, even the other servers have a startup section.

Region data storage is not a service. It's still separate, although
it is meant to become a service at some point.

No. In any mode other than standalone, the library is read by the
asset and inventory servers, I believe.

Not sure if there is. Eventually, there shouldn't be anymore, but
we're not there yet.
