i'm using a REST GET  on /admin/regions that returns the list of currently known
regions. you could also then iterate over the UUIDs
/admin/regions/03ca39d7-ed5f-4ea9-b15b-7df46c06de41/stats and get the number of
currently logged in avatars and currently rezzed prims.
