[Opensim-dev] Change in region table

I found small problem in the newest version from trunk.

There is a change in region table, the column "owner_uuid" is added,
but the table which is generated automatically doesn't contain the column.

The problem is when you generate new region, you'll find that you  cant 
generate new region.
It is because of this small problem. So just add "owner_uuid" column, to 
solve this.

I'm not sure did developer team announce this, so I send for just share 
the information.
