[Opensim-dev] Inteop patch Mantis#1696

I maintain that committing to a branch is going to be the most useful over the life of this patch. Mainly because people want to use OpenSim+1696 to test the AWG specs, and having a ready-to-use version that doesn't require fiddling is likely going to be useful to some folks.
