[Opensim-dev] [Resent] Proposal to move region specific parts of the "Estate" settings to the region datastore

Can we please minimize the use of XML files unless there's a major reason to?

(If there are multiple estates in a region, sure... but if a given
region can belong to at most one estate, I'd as soon put the
information in a .ini-format file.)
