Here's my 0.02€

It should support both commandline and gui based tools
it should be easily entendable,  I doubt we have seen the last 
daemons/services or the full range of operations available.
security, i.e. I don't want just anybody to be able to manage my processes, 
but on the other hand, I would like for others to have the ability to 
restart my sims, if required, and I trust them.
counters, it should be possible for me to access some set of counters, e.g. 
#users, #of prims, #of scripts, time dilation etc.
