[Opensim-dev] out of sync fixes

Hello,

I uploaded a couple of patches sent to me from Kiryu, which should fix
some out of sync exceptions in UDP server and Scene.  But I'm not that
familiar with this code, so could someone check them out?
If they're okay, I'll go ahead and apply them....
