Summary0008712: load oar with --displacement in Z does not alter region sea level set in OAR
DescriptionIf an OAR has a sea level set at, say, 24m and you do a

load oar --displacement "<0,0,-4>" Sample.oar

The terrain and all contents are moved down 4m as expected, but the sea level set for the region is not altered from that set in the OAR. The expectation is that the sea level will be set to 20m.

I think that parameter is not actually saved in the oar, at least, I cannot seem to find it in the settings. I think only parcel data is restored, not estate data.

odd... I wonder how the water level gets set to 24m in using Fred Beckhusen's Hobbiton OAR for DreamGrid then?
