with that size you should be using mySQL(or MariaDB).

Created a standAlone directly from release, using sqlite, loaded a 5k prims, tested attaching, relog, etc, and no issues :(

"(and switching to it wouldn't fix this issue)" what makes you say that? Can you reproduce the issue on a region running MariaDB?

Setting up MariaDB is quite easy on all systems now, you download their installer, install it, setup an account for OpenSim to use and create a db for your region. Not only will this be more stable and faster, it is also far easier to administrate and you can even do incremental backups rather than full backups each time(assuming you actually care to run backups).

While sqlite technically supports multi-terabyte data sizes even they don't recommend it. Their main use cases extend to smaller dbs that need to be accessed quickly or store settings, it runs into issues the way OpenSim needs to tie into the database rather quickly. If you are running on SSD or raid maybe it can work quite well, but north of 10gb or more even that won't work so well no more.
