this are not part of main LSL or OSSL, but extensions provided by a optional module

Can optional modules provide additional values for the ScriptSyntax or does it all need to be in that one file?

ScriptSyntax.xml is created by a external tool
so no, no optional things

Then, for reference:

An approach I use for most optional modules is to put them in via git patch to allow for inserting additional data where needed and building OpenSim and the modules alongside rather than inserting binary dll.

I suspect for this module this may work as well. Dropping in the module files and making the changes to the necessary files, commit and create a patch from that. Next time you checkout just apply the patch and build.
