Summary0008521: OAR and IAR archivers create invalid XML-Files in archive
DescriptionEncoding of 'archive.xml' and the .xml files in 'landdata' and 'terrains' (in .oar) are inconsistent with the declaration at the beginning of the XML document.

Files are declared as UTF-16 encoded, but are actually UTF-8 encoded. Some XML-parsers are unable to parse it.
Steps To ReproduceGenerate an .oar or .iar archive and 'tar xf' it.

Verify with xmllint, Emacs or notepad++ on Windows.

I stumbled across this just recently when i needed to write an external tool to manipulate oar/iar archives, but found invalid XML-documents in OAR's back from 2008.

Confirmed that this also happens if OARs are made on Windows.
