Texture animation is a prim param and is rendered viewerside, I have hundreds of animated texture torches, and none of them stop working ..

So cannot replicate this ..

What opensim version?

Texture animation is a property of the prim like texture or color, size... then if the prim is in region probably is your viewer. This is not a bug.

Clean your viewer cache.

the texture stopped sliding.. I cleared the cache and it does not work again.

I can not reproduce the problem.
I do test of your script with 6 prims sizes from 0.5 to 256m build it over floor in a empty region. (only 6prims and 6 scripts)

Using viwers Firestorm and Singularity 64. (Last versions) over opensim server standalone and a region in a grid Release and

I test it changin of region with teleport and come back again, reseting region and relogin much times and always work fine.
I test login in other regions and arriving with teleport where the prims are.
I test login in the region where prims are.
I test with prim worn attached in my hand and always work.
I can not reproduce your problem.
